The United States Embassy in Suva invites applications for the Hubert H. Humphrey Fellowship Program for academic year 2023-2024 from resident nationals of Fiji, Kiribati, Nauru, Tonga and Tuvalu. The Humphrey Fellowship provides ten months of non-degree academic study and related professional experiences in the United States.

These prestigious Fellowships are offered to mid-career professionals who have a proven track record of leadership, public service commitment, and the capacity to take full advantage of a self-defined program of independent graduate-level learning at a leading U.S. university for up to twelve months.

For successful applicants, the program begins with an intensive orientation in Washington, D.C., and includes participation in a professional development internship for at least six weeks with local, state, national or international organizations located in the United States after the academic segment of the program.

The Fellowship provides for international travel, travel within the U.S. as required, tuition and fees, books, a monthly maintenance stipend, and limited funds for professional development activities such as attendance at conferences, field trips and professional affiliations.

In support of U.S. foreign policy goals, Mission goals, and ECA’s Functional Bureau strategy, the program cultivates a network of current and future political, civil society, and educational leaders to address global challenges in fields such as democratic institution building, economic development, public health, education, and journalism and media literacy. A recent evaluation found that 61 percent of Humphrey alumni return home and work in government in some capacity. Others are leaders in their fields driving policy, introducing new best practices, and implementing innovative management methods into their organizations.

Basic Eligibility Criteria:

  • mid-career professionals in leadership positions
  • demonstrated a commitment to public service and the potential for professional advancement
  • an undergraduate (first university) degree;
  • a minimum of five years of substantial professional experience;
  • limited or no prior experience in the United States;
  • demonstrated leadership qualities;
  • show interest in the policy aspects of field of specialization
  • a record of public service in the community; and
  • strong written and spoken English skills.

Application Instructions

  • Create an application in the new system to get the full applicant experience!
  • Access the online application form and complete the registration page. You will receive a PIN via e-mail which will allow you to set your password. Follow the prompts to start an application. Please select your own country location as the country of citizenship.

Step 1: Determine eligibility. Read the instructions carefully. Before you apply, be sure that you qualify.

Step 3: Start and complete all sections of the online application form.

  • Be sure to select the 2024-2025 Humphrey Fellowship cycle on the online application.
  • Applicants are not required to take any of the standardized tests in order to submit the application. The fellowship finalist and alternate candidates will receive test vouchers from the U.S. Embassy to complete the required tests as part of the candidate’s preparation for U.S. university admission.
  • Request letters of recommendations and provide all relevant instructions to professors and employers with the date by which they need to be completed. It is your responsibility to ensure they complete the letters on time towards your application.
  • Your essays are the most important part of your application. Plagiarism – the unfair use of the words and ideas of others – will not be tolerated and can lead to disqualification from the Humphrey Fellowship program.

Step 4: Submit your online application by June 30, 2023 at 11.59 p.m according to local time in Fiji. Late applications will not be accepted.
